Election Specialist, Permanent Electors Register

The Edmonton Election is a large-scale, complex, highly legislated civic project that is held every four years, featuring tight timelines and a broad range of stakeholders. It is a project that requires agility, precision, and dedication, offering a unique opportunity to contribute to a process that enables Edmontonians to vote for Mayor, Council, and Edmonton Public or Edmonton Catholic school board trustees.

As our Election Specialist, Permanent Electors Register you will play a crucial role in the lifecycle of the Post-Election Review (PER), from development to final reporting. You will ensure high-quality deliverables, manage data effectively, and support compliance with regulatory requirements. This role involves developing and implementing data management solutions, contributing to SOP development, and acting as a point of contact for data-related matters. As we approach the Elections, you may supervise, lead and guide a team of up to ten Candidate Processes and Engagement Assistants.

What will you do?

  • Project Lifecycle Support: Collaborate with the project lead throughout the PER lifecycle, ensuring timely and quality deliverables
  • Data Management: Review data management deliverables, including data collection forms and data integrity checks
  • SOP Development: Support the development and review of Standard Operating Procedures (SOPs) for data management activities such as the on-going management of the permanent elector register and ensuring compliance with regulatory requirements. This will involve reflecting changes to operational documents where required
  • Voter Registration Process: Implementing operational processes for voter registration during various voting opportunities (advance voting, election day, etc.), leveraging insights from past elections to enhance voter experience and efficiency
  • Post-election: Manage the post election reconciliation of elector data
  • Solution Development: Develop and implement innovative data management and reporting solutions to meet project needs
  • Relationship Management: Serve as a point of contact for data management issues, and build strong relationships with internal project teams
  • Compliance and Quality Assurance: Monitor PER progress and performance, ensuring adherence to regulatory requirements, quality standards, and timelines
  • Operational and Data Management Planning: Develop operational and data management plans, including workflows, documentation, quality control, and timelines
  • Process Optimization: Develop and implement processes to maximize standardization and efficiency
  • Team Management: Supervise up to 10 Permanent Electors Registry Assistants; Assist with the operational implementation of election day processes
  • Problem Solving: Identify and resolve operational problems and issues using data, metrics, and audit reports
Qualifications

  • University degree in Data Management, Computing Science, Information Science, or related field
  • 2+ years of progressively responsible experience in a complex and highly legislated environment, contributing strategically to operational success through policy, research, analysis, and the project implementation
  • Proven experience implementing data entry tools with a focus on data completeness and accuracy

Assets:

  • Experience specifically with conducting elections
  • Project management designation
  • Knowledge of local government processes, the Municipal Government Act, Local Authorities Election Act, and Freedom of Information & Protection of Privacy Act

Skills required for success:

  • Knowledge and experience in business planning and project management
  • Experience with data lifecycles, including data collection, Quality Assurance, processing, analysis, translation, and storage, alongside a solid knowledge of research methodology, encompassing design, implementation, and trend/results analysis and presentation
  • General understanding of planning and project management principles and SOP development
  • Excellent communication skills, both written and verbal. Must be able to communicate in a professional manner while maintaining complete neutrality during interactions with the public
  • Superior customer service skills and experience working with a diverse range of people in a helpful and positive manner
  • Ability to learn and adapt quickly in diverse areas such as policy and legislative analysis, business process development, and project management
  • Able to work under pressure and meet strict statutory deadlines, in a sometimes stressful environment. Able to handle a high volume of work, especially during peak times
  • Excellent organizational, time management and prioritization skills
  • Strong record keeping knowledge and skills

Work Environment:

  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance
  • Possible Evening and Weekend Work. Availability to work evenings and weekends may be required during peak periods to ensure operational efficiency and meet business demands

Up to 1 temporary full-time position for up to 9 months

As part of our hiring process, selected candidates may be required to complete an assessment to evaluate relevant skills and competencies.

Hours of Work: 33.75 hours per week
Salary Range: $41.172 - $51.438  (Hourly)
